Use ty for type-checking.

ty currently can't be integrated into the pre-commit workflow, as it's not available.
See astral-sh/ty#269 for more information.

I updated the version via python update_version.py <major>.<minor>.<patch>
Old version: 0.1.0
New version: 0.1.1
